AI platforms enabling abuse must face consequences - The Labour Party

Labour Member of the Oireachtas Committee on AI Senator Laura Harmon today called for urgent and decisive action from Government and regulators in response to deeply disturbing issues that have emerged in relation to Grok AI, including its reported use in the generation of sexual abuse imagery and child sexual abuse material, warning that any delay in enforcement or regulation risks serious harm and demanding immediate action to protect children, uphold the law and hold platforms to account.

Senator Laura Harmon said:
“The Labour Party is acutely aware of the serious and deeply concerning issues that have emerged in relation to Grok AI, including reports of its use to generate sexual abuse imagery and, most gravely of all, child sexual abuse material. Any technology or platform that facilitates the creation, amplification or normalisation of this kind of material poses a profound threat to personal safety, human dignity and the rule of law. This is not a hypothetical risk or a distant concern. It is happening now and it demands an urgent and robust response.

“Ireland already has clear legal protections in place. Coco’s Law criminalises the non-consensual distribution of intimate images, including deepfake content. Separately, Coimisiún na Meán’s Online Safety Code requires video sharing platforms headquartered in Ireland to prohibit and prevent the uploading and sharing of harmful and illegal material, including child sexual abuse content. These are not optional standards. They are binding legal obligations and they must be enforced in full and without delay.

“What we are seeing with the misuse of AI tools underlines the reality that technology is evolving faster than enforcement. Where platforms or companies fail to meet their responsibilities, regulators must act decisively. Where new risks emerge, our regulatory framework must keep pace. It is not acceptable for companies to profit from powerful AI systems while turning a blind eye to how those tools are abused or weaponised.

“This is an area that requires constant vigilance, strong regulation and decisive enforcement. Labour will continue to push at both national and European level to ensure that platforms and the companies behind them comply with both the letter and the spirit of Irish and EU law, that regulators are fully empowered to act, and that the safety of children and the protection of fundamental rights are never treated as an afterthought.”
